31 Réserve Naturelle SAINT MARTIN éserve aturelle I I Action PR2 Développer et valoriser la collaboration avec les experts, les scientifiques et les organismes de recherche Le 25 mars 2021, une visioconférence a réuni les membres du Conseil scientifique territorial du patrimoine naturel (CST- PN). Composé de 19 membres, tous scientifiques, cet organe est chargé de rendre des avis consultatifs sur toute question relative à la conservation du patrimoine naturel de l’île et no- tamment l’impact des projets d’aménagement sur les espèces protégées. Michel Vély, président de l’association Megaptera, en est le président, son vice-président étant Julien Chalifour, responsable du pôle scientifique de la Réserve naturelle. Aude Kubik a présenté la stratégie de gestion des espèces exotiques envahissantes, espèces introduites par l’Homme et ayant un impact négatif sur la biodiversité. Le cas particulier de Saint-Martin, où la plupart des marchandises arrive de la partie hollandaise, sans aucun contrôle et où les réglemen- tations sont différentes entre le Nord et le Sud, a été évoqué. Antoine Lechevalier a présenté le document stratégique de bassin (DSB). A l’issue de cette présentation, le CSTPN a décidé de proposer une motion et de faire amender ce DSB par les CSRPN de Guadeloupe et de Martinique. Ces 3 con- seils scientifiques déplorent les faiblesses de l’actuelle prop- osition et de ne pas avoir été sollicités pour émettre un avis. Ils regrettent également l’absence d’objectifs pragmatiques, applicables et réellement opérationnels. Concernant la contribution territoriale de la Guadeloupe et de Saint-Martin à la stratégie nationale de la biodiversité, certains membres se proposent pour faire remonter des fiches complétées ou complémentaires suite aux nombreuses remarques émises par le CSTPN, suite aux échanges qui pourront se poursuivre sur la plateforme en ligne pendant une quinzaine de jours. Le bureau d’étude Ardops missionné par l’AGRNSM dans le cadre d’une collaboration avec les services de l’Etat, a déposé une demande d’autorisation pour prélever certains lézards dans le cadre d’une étude visant à inventorier les espèces natives et exotiques à Saint-Martin. Cette étude financée par la DEAL sera menée par le bureau d’études qui, pour l’occasion, s’est associé les services de Karl Questel (ATE Saint-Barth), pour la mise en œuvre de cet état des lieux de la répartition des espèces entre la partie française et la partie néerlandaise de l’île. Aude Berger a présenté le projet Life Biodiv’OM et l’objectif de mettre en place une zone importante pour la conservation des oiseaux (ZICO). Riche réunion du CSTPN Action PR2 Develop and value collaboration with experts, scientists, and research groups On March 25, 2021, a video conference was held for the members of the Territorial Scientific and Natural Heritage Council (CSTPN). Composed of 19 scientists, this group pro- vides advisory opinions related to the conservation of the natural heritage of the island, and particularly on the impact of development projects on protected species. Aude Kubik presented the management strategy for exotic inva- sive species, those species introduced by humans, and which have a negative impact on our biodiversity. She noted that the issue in Saint Martin is that much of its merchandise arrives via the Dutch side and is not controlled, and that the regulations are different between the two sides of the island. Antoine Lechevalier presented the Sea Basin Strategy Docu- ment (DSB). After this presentation, the CSTPN decided to make a motion and amend the DSB by the CSRPN in Guade- loupe and in Martinique. These three scientific councils de- plore the weakness of the current proposal and that they were not asked to offer an opinion. They also regret the absence of pragmatic goals that are applicable and actually operational. Concerning the territorial contribution of Guadeloupe and Saint Martin to the national strategy for biodiversity, certain members proposed to post complementary information rela- tive to comments made by the CSTPN, which can be consult- ed online for a period of two weeks. The consulting firm ARDOPS, hired by the AGRNSM as part of a collaboration with French governmental services, submitted a request for authorization to remove certain lizards as part of a study to create an inventory of native and exotic species in Saint Martin. This study, financed by the DEAL, will be led by the consulting firm in collaboration with the service of Karl Questel (ATE Saint Barth), to get started on the division of these species between the French side and Dutch side of the island. Aude Berger presented the Life Biodiv’OM project and its goal of creating an Important Zone for the Conservation of Birds (ZICO).
