28 On ne compte plus les conséquences d’Irma à Saint-Martin, mais l’une d’entre elles concerne la réalisation de l’Institut caribéen de la biodi- versité insulaire (ICBI), projet porté depuis 2016 par la Réserve naturelle. Situé en bordure de l’étang de la Barrière, à Cul-de-Sac, le projet fait actuellement l’objet d’un diagnostic architec- tural et technique, à la demande de la Réserve. La submersion marine causée par la houle cy- clonique ayant dépassé les limites prévues en 2011 par le Plan de prévention des risques na- turels (PPRN), notamment dans la baie de Cul- de-Sac où les vagues ont submergé les premières lignes d’habitations à plus d’un mètre de hau- teur, il est évident pour la Réserve de s’assurer que l’Institut résistera au passage du prochain ouragan. Le diagnostic va s’attacher à réaliser un état des lieux, afin de fournir une analyse complète du bâti à construire et d’en déduire la faisabilité de l’opération. Les effets du vent, des débris aériens, de la pluie et de la houle seront particulièrement analysés, ainsi que les procédures à mettre en place avant, pendant et après le passage d’un cyclone. Cela afin de pou- voir décider des modifications architecturales et techniques pour préserver les équipements et d’adapter la structure aux conditions extrêmes imposées par Irma. Le projet original de l’ICBI – The original project of ICBI Optimiser lesmoyensdegestion /Optimizingmanagementmeans ICBI : un nécessaire diagnostic Réserve Naturelle SAINT MARTIN It’s impossible to quantify the consequences of hurricane Irma in Saint Martin, but one of them impacts the creation of the Caribbean Institute For Insular Biodiversity (ICBI), a project led by the Réserve Naturelle since 2016. Located by the Etang de la Barrière in Cul-de-Sac, this pro- ject is currently the object of architectural and technical analysis, at the request of the Réserve. The marine flooding caused by storm swell ex- ceeded the limits predicted in 2011 by the Pre- vention Plan For Natural Risks (PPRN), most no- tably in the bay of Cul-de-Sac where the waves inundated the first row of houses, with water over one meter high. So it is evident that the Réserve must make sure that the Institute will resist the wrath of the next hurricane. The anal- ysis consists of evaluating the present situation, in order to provide a complete report on what should be built and to evaluate the feasibility of the operation. The effects of wind, flying debris, rain, and storm swell will be analyzed, as well as procedures to put in place before and after a hurricane. This will determine the architectur- al and technical modifications needed, and to how best protect all equipment by adapting the structure to withstand the extreme conditions imposed by Irma.
