20 Des riverains s’étant émus auprès de la Ré- serve naturelle de la présence d’un cheval sur le site de Babit Point - propriété du Conserv- atoire du littoral et donc géré par la Réserve - les services vétérinaires se sont rendus sur les lieux, accompagnés des agents de la Réserve et de policiers territoriaux. Amené là par son propriétaire résident d’Oyster Pond, l’animal était parqué dans un enclos constitué de fers à béton et de fil de fer barbelé, laissé en plein soleil, près d’un carbet sans toit implanté il- légalement par son maître. Présent lors du contrôle, le propriétaire a été informé qu’il s’était installé sans autorisation sur un terrain du Conservatoire du littoral. Il a expliqué qu’il avait dû retirer en urgence son chev- al de son précédent parc et qu’il prévoyait de prochainement le déplacer ailleurs, mais pas avant deux mois. Il a été informé qu’il bénéficiait d’un court délai pour contacter le propriétaire du site, afin de de formuler une demande d’occupation temporaire, sans quoi l’animal devrait être retiré de ce site. Il a préféré relocaliser son cheval sur un terrain privé offrant les mêmes conditions, mais en laissant derrière lui l’enclos et le carbet. La réglementation précise qu’il est interdit de garder en plein air des équidés lorsqu’il n’ex- iste pas d’installations destinées à éviter les souffrances qui pourraient résulter des vari- ations climatiques. L’introduction d’espèces animales ou végétales sur un espace naturel protégé est tout aussi illégale. He explained that he had to quickly re- move his horse from its previous quarters, and that he planned to move it again soon, but not sooner than two months. He was told he had a short window to contact the owner and request temporary use of the site—otherwise the horse must be removed. He opted to move his horse to private land that had the same conditions, but leaving behind the enclosure and the shel- ter. Existing regulations forbid leaving equines in the open air without providing the proper fa- cilities to avoid any suffering in case of climatic variations. It is also illegal to place animal or vegetal species on a protected natural site.
